EU Council announces fixed customs duty rate on small parcels from 1st of July 2026.
The EU Council has announced a fixed customs duty rate of 3 euros for low-value parcels to be introduced as a temporary measure from July 2026. This measure is distinct from the handling fee, which Member States such as France are also considering introducing from January 2026.

AICES Welcomes Potential March 2029 Start for New Low-Value Regime
AICES welcomes recent press reports that the Government has decided to allow sufficient time to prepare for any new low-value regime by planning for a March 2029 introduction. This is a sensible and pragmatic approach which ensures that government and trade have time to prepare for systems and operational changes. We await the details in the actual budget statement, but if these reports are correct, it is very encouraging.

Three Months Left to Apply: Depot Charging Scheme
The Government’s Depot Charging Scheme is open for applications, providing up to 75% of the costs of installing charging infrastructure for electric HGVs, vans and coaches. Applications close on 28 November 2025 (or sooner if funding is exhausted). Eligible applicants include public and private fleets, local authorities, and non-profits. US Ends $800 De Minimis Exemption
Significant change for UK–US exporters: From Friday, 29 August 2025, the US ends its $800 de minimis exemption. All postal and express shipments must now undergo full customs clearance, regardless of value. CDS Changes June 2025
A major release of CDS will take place on 14 June with a wide range of declaration validation changes and fixes taking place. See the HMRC trader guidance below for technical details.
