The Rt Hon Lord Murphy of Torfaen has presented his independent review of the Windsor Framework to the Secretary of State for Northern Ireland.


AICES contributed evidence to the review, and we welcome the following key findings:


  • The need for clearer guidance to reduce confusion, particularly for SMEs.

  • Recognition of the increased administrative burden on smaller businesses.

  • Calls for improvements to the Duty Reimbursement Scheme, which is causing serious cash-flow challenges.

  • Support for industry involvement in developing an SPS Agreement with the EU.

  • Specific recognition of the logistics sector’s role and the importance of monitoring the new customs arrangements for freight and parcels.

The review also highlights widespread concerns from Northern Ireland businesses, with many smaller operators struggling to navigate complex processes, and some withdrawing from the market altogether.


We will continue to engage with HMRC and government to ensure that express and logistics operators are supported through these challenges, and that practical solutions are found to reduce frictions in GB–NI trade.
